Disability services publication statement 5 February 2025
Today, the Health Information and Quality Authority (HIQA) has published 25 inspection reports on designated centres for people with disabilities. HIQA inspects against the Health Act 2007 (Care and Support of Residents in Designated Centres for Persons (Children and Adults) with Disabilities) Regulations 2013 and the National Standards for Residential Services for Children and Adults with Disabilities, which apply to residential services for people with disabilities in Ireland.
Of these 25 inspections, inspectors found a generally good level of compliance with the regulations and standards in 15 centres operated by a number of providers including: Muiríosa Foundation; Peter Bradley Foundation CLG; Praxis Care; Resilience Healthcare Limited; KARE, Promoting Inclusion for People with Intellectual Disabilities; St Michael's House; Steadfast House CLG; Stewarts Care DAC; Nua Healthcare Services Limited and The Rehab Group.
Examples of good practice observed by inspectors included:
- During the inspection of a centre operated by Peter Bradley Foundation CLG in Offaly, a resident explained how they really enjoyed a paid work placement while another resident spoke about how they helped out with a youth group and did work experience at a local hotel. One resident also spoke about how they attended a twice-weekly specialist physiotherapy service which helped them greatly.
- At a centre in Kildare operated by Resilience Healthcare Limited, the staff team was focused on implementing a human rights-based approach to care for residents. Residents were being supported to make choices around how and where they wished to spend their time, the upkeep of their home, and what and when they would like to eat and drink.
- Two residents expressed happiness and satisfaction about the support they received from staff and their comfortable bedrooms at a centre in Dublin operated by St Michael's House. Residents also spoke how they were supported to maintain relationships through visits from their families and keeping in touch with others through phone calls.
Non-compliances that impacted on the delivery of care and support to residents were identified in 10 other centres.
Poor governance impacted residents’ wellbeing at a centre operated by St Joseph's Foundation. Poor management of safeguarding incidents, residents’ medications and in measures to protect against infection impacted on residents. In addition, improvements were required in staffing and residents’ possessions.
Poor governance impacted residents at a centre operated by Resilience Healthcare Limited with the poor management of safeguarding incidents impacting on residents’ wellbeing. Poor governance was identified at two centres operated by St John of God Community Services CLG. Improvements were needed in the management of risk, complaints and staffing, in order to effectively meet residents’ needs. At a centre operated by St Michael's House, an urgent action was issued to improve fire safety measures to ensure the safety of residents.
A centre operated by Stewarts Care DAC improvement was required in governance arrangements to ensure the proper management of residents’ medications. Improvements were needed to the condition of the premises at a centre operated by KARE, Promoting Inclusion for People with Intellectual Disabilities. At two centres operated by Western Care Association, improvements were needed in staff training to support residents’ needs and safety.
Finally, improvements were required in behavioural supports and the management of restrictive practices at a centre operated by the Muiríosa Foundation.
